Under MARPOL, Annex V. garbage includes all kinds of food, domestic and operational waste, all plastics, cargo residues, incinerator ashes, cooking oil, fishing gear, and animal carcasses generated during the normal operation of the ship and liable to be disposed of continuously or periodically.

According to the USDA, Regulated Garbage is waste materials from fruits, vegetables, meats or other plant or animal (including poultry) material that has been aboard or removed from a means of conveyance that has traveled outside the United States in the past 2 years or has visited Hawaii or a U.S. territory or possession in the past year.
Regulated Garbage is handled by Plant Protection and Quarantine, Quarantine Policy, Analysis and Support (QPAS), which sets up Compliance Agreements with approved facilities and handlers. QPAS collaborates with U.S. Customs and Border Protection (CBP) officials and other PPQ personnel on Regulated Garbage at U.S. ports of entry and elsewhere.
